Thermal Grizzly's Kapton Insulation Sheet is an electrically insulating adhesive film for covering the components around a CPU or GPU die before an electrically conductive thermal interface material (TIM) goes on.
Kapton is a film that can be used at high temperatures, and here it acts as an assembly aid for a TIM that conducts electricity. It is ideal for masking parts such as SMDs if they are to be used with Conductonaut liquid metal, Carbonaut or KryoSheet. The data sheet gives the RAM components on a graphics card as another example.
The film is supplied packaged in 10 sheets, and each sheet carries 5 Kapton strips. An individual strip is 10 mm wide and 60 mm long. The maximum operating temperature of 280 degrees Celsius is the short-term figure on the data sheet. The breakdown voltage is given as over 1kV, and the technical details read "Electrically insulating: Yes (8KV/mm ASTM D149)".
Clean the adhesive surface beforehand! It is recommended to clean the contact surface thoroughly before a strip is applied to it, e.g. with isopropanol (isopropyl alcohol).
Thermal Grizzly says the strips should not be combined with a High Performance Heatspreader (HPHS) or a Direct-Die cooler, because both rest directly on the CPU package. Their internal structure may end up sitting on the film, which prevents contact between the CPU die and the HPHS or cooler. To protect the electronic components in those builds, apply a thin layer of TG Shield instead.
